The Philippine Job Market Isn't Broken — It's Mismatched

The headline numbers look strong. Labor force participation sits at 64.0%, employment is at 96.3%, and unemployment has dropped to 3.7% from 4.1% a year ago (PSA, Q1 2024). On paper, that's a healthy market.

Look one layer deeper and the real story shows up: 11.8% of employed Filipinos are underemployed — working, but still looking for more hours or better-paying work. Low unemployment isn't the same as job satisfaction, and that gap is where most hiring friction actually lives.

Where the demand is:
Services now account for 61.5% of employment nationally, dwarfing industry (19.9%) and agriculture (14.6%). The five roles employers are actively hiring for — IT & software development, customer service, digital marketing, finance & accounting, and healthcare — track directly with that shift toward services and BPO.

Why people are actually leaving jobs
JobStreet's 2024 survey found 36% of job seekers change jobs for higher salary, 28% for career growth, and 18% for better work-life balance. Compensation still leads, but growth and balance combined now outweigh it — a signal that retention strategy has to be broader than a raise.
The skills employers are screening for

Per the World Economic Forum's Future of Jobs 2024, the top five in-demand skills are communication, problem solving, digital literacy, adaptability, and leadership — none of which show up cleanly on a transcript. That's the same skills-vs-credentials gap we see across every market we operate in.
What this means for employers

Cebu is emerging as a genuine regional hub for BPO, IT-BPM, and startups, with Iloilo, Bacolod, and Dumaguete right behind it. The talent pool is there. The bottleneck is almost always process: job descriptions, screening criteria, and compensation structures that haven't caught up to what candidates are actually optimizing for.
