Most EOR and HR outsourcing pitches sound the same. Most partners are not.

Before you sign, vet these 4 things — not the deck, the actual operation:
Documentation. SEC/DTI registration, BIR Certificate of Registration (Form 2303), business permit, TIN. Ask to see the certificates, not a claim on a website.

Registrations. SSS, PhilHealth, Pag-IBIG employer numbers. 2026 statutory rates: SSS 15% (10% employer/5% employee), PhilHealth 5% (2.5/2.5), Pag-IBIG 2% employer match. If your rep can't quote these unprompted, remittance accuracy is a real risk.

References. 3+ active clients in your headcount range, average client tenure, and one reference who has actually offboarded with them — that's where compliance risk shows up.

KPIs. Payroll accuracy 99.9%+, 100% on-time government remittance (due the 10th of the following month), 24–48 hr query resolution SLA. Ask for last quarter's numbers, not promises.
