Claims Your HR/EoR Provider Makes & How to Verify

Three claims every HR provider in the Philippines makes. Here's the paperwork that should back each one before you sign anything.


Every EoR and HR outsourcing conversation in this market converges on the same three sentences: "we're fully compliant," "your people are covered from day one," "we handle payroll end-to-end." These sentences cost nothing to say. The difference between a workforce infrastructure provider and a marketing exercise is whether the sentence comes with a retrievable file behind it.


Here's what to ask for, specifically:

On compliance — don't accept a logo or a badge. Ask for the DOLE registration/accreditation number and a current compliance audit report with actual findings, not a one-line assurance. Cross-check contract terms against Labor Code Arts. 294–299 on security of tenure, and confirm 13th-month pay computation aligns with PD 851.


On coverage — ask for SSS R-1A/R-3 remittance receipts (RA 11199), PhilHealth ER2 enrollment proof (RA 7875/RA 11223), and Pag-IBIG RF1 filings (RA 9679). These should be retrievable on request, not produced only at renewal.


 Ask who the named Data Privacy Officer is under RA 10173.


On payroll — ask for BIR Form 1601-C monthly remittance proof and annual Alphalist submission under the NIRC/TRAIN law. Ask to see a sample payslip with the full statutory breakdown, not a net-pay summary. Ask what the written escalation procedure looks like when payroll goes wrong, with named turnaround times.


None of this is a trick question. A provider running real infrastructure produces these documents in under a business day, because the documents already exist as part of normal operations. A provider running a compliance narrative needs time to "pull it together" — which tells you everything.
