Augmentation, not replacement: how mature companies use an EoR alongside an in-house HR team.

Aleph was built on a premise most of the market gets backwards: an Employer of Record is not a replacement for HR. It's infrastructure underneath it.

The companies that treat EoR as "outsourcing HR" are usually the ones calling mid-dispute, asking why a termination handled internally didn't hold up. The companies that scale cleanly do the opposite — they keep HR in-house for culture, performance, and people strategy, and hand statutory compliance to a structure built to carry it.

That distinction matters more as headcount grows. SSS, PhilHealth, and Pag-IBIG remittances (RA 11199, RA 7875/11223, RA 9679) don't scale linearly with team size — the administrative and audit burden compounds. DOLE D.O. 174-17 contracting rules, NIRC/TRAIN withholding requirements, and NLRC-defensible documentation aren't HR generalist work. They're specialist infrastructure. Most in-house HR teams — even strong ones — aren't resourced to carry both people strategy and statutory audit-readiness at once

That's the augmentation model. Not "outsource your HR function." Specifically:
→ In-house HR owns culture, performance conversations, and org design
→ Aleph owns statutory compliance, contracts, and government remittance — documented, retrievable, audit-ready
→ The two run in parallel, not in competition

Across EoR relationships in Cebu IT Park, Manila's BPO corridor, and Davao's services sector, employers who structure it this way don't lose visibility into their people — they gain a compliance layer their internal team was never meant to carry alone.

The market rewards the loudest provider. Inspections reward the most documented one. Mature companies don't choose between having HR and having compliance. They build both, deliberately, as separate systems that reinforce each other.

That's the model. That's why Aleph exists.
