Fractional HR exists because full-time HR is not always the right answer.

A 15-person company doesn't need a full-time HR Director. It needs someone who can run payroll correctly, keep SSS/PhilHealth/Pag-IBIG filings on schedule, handle the one termination that comes up this quarter, and build the employee handbook — then isn't fully utilized the other three weeks of the month.

The average HR Manager base salary in the Philippines runs around ₱45,600/month — before 13th month pay, SSS/PhilHealth/Pag-IBIG employer share, HMO, and the other mandatory load-ons that push the real cost well past the quoted number. For a headcount that doesn't generate a full-time HR workload, that's a fixed cost carried every month, utilized in bursts.

Fractional HR flips that math: senior-level expertise — compliance, policy, performance management, the parts that actually create liability when they're done wrong — sized to what the business needs this quarter, not a seat that has to be filled regardless of workload.

It's not "cheap HR." It's not having an HR department when you don't yet need one — and not being without HR expertise while you grow into needing one.

Aleph has run Philippine HR compliance end-to-end for over a decade — fractional, full retainer, or anything in between, scoped to what the business actually needs right now.
