Most HR platforms bolt compliance onto a generic system after the fact. A "compliance module" sits beside payroll, beside records, beside recruitment — a checklist layered on top, updated when someone remembers to update it.
Compliance-native means something different: the compliance rules ARE the architecture. Every workflow produces the evidence a labor case would require, by default — not because a module flags it, but because the system was built from the compliance requirement outward.
